PAP Opens 2026/2027 Scholarship Applications for Niger Delta Students

Undergraduate and postgraduate students in the Niger Delta have been given an opportunity to apply for the Presidential Amnesty Programme (PAP) scholarship for the 2026/2027 academic session.

The scholarship opportunity, announced by the Office of Senator Joel-Onowakpo Thomas, is open to eligible beneficiaries of the Presidential Amnesty Programme, including registered ex-agitators and qualified individuals from impacted communities.

According to the eligibility guidelines issued by the Office of the Special Adviser to the President on Niger Delta and Administrator of the Presidential Amnesty Programme, applicants must meet the admission requirements for their chosen programmes and comply with the conditions governing the scholarship scheme.

Undergraduate Requirements

Undergraduate applicants must have sat for the 2026 Unified Tertiary Matriculation Examination (UTME) or secured admission as new entrants into 100-Level programmes for the 2026/2027 academic session.

Applicants are required to possess a valid 2026 UTME result and meet the minimum score prescribed by PAP.

They must also have complete O’Level results. Candidates awaiting WAEC or NECO results are not eligible to apply under the stated requirements.

Master’s and PhD Applicants

For postgraduate applicants, the scholarship is available to candidates newly admitted into Master’s degree programmes for the 2026/2027 academic session.

Applicants must possess a Bachelor’s degree from a recognised institution and, where applicable, provide a valid NYSC Discharge or Exemption Certificate.

The programme is also open to eligible applicants pursuing PhD programmes, subject to the stated PAP scholarship requirements and admission conditions.

Application Is Free

The scholarship application is free and must be completed through the designated Presidential Amnesty Programme scholarship portal.

Applicants are advised to use the official portal and avoid paying individuals or agents claiming to facilitate the application.

Applicants from Delta South Senatorial District who complete the online application have also been advised by Senator Joel-Onowakpo Thomas’ office to forward their JAMB slips and O’Level results to the office’s official email for its beneficiary database.

The office said the additional submission is intended to assist in building a comprehensive database of beneficiaries from the senatorial district.

Prospective applicants are encouraged to carefully review the eligibility requirements before submitting their applications and to ensure that all required documents are available.

The scholarship initiative is part of the Presidential Amnesty Programme’s education and human-capital development intervention for eligible beneficiaries in the Niger Delta.
