The Director-General of the Delta State Bureau for Orientation and Communications, Olorogun (Barr.) Fred Latimore Oghenesivbe, has commended the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, describing him as a leading example of effective legislative leadership in Nigeria.
Oghenesivbe made the remarks on Tuesday in a congratulatory message following Speaker Guwor’s election as Chairman of the Conference of Speakers of State Legislatures of Nigeria. He described the Speaker as a seasoned lawmaker with a strong grasp of legislative responsibilities and a leadership style that reflects accountability, transparency, and service.
According to the Bureau Director-General, the Delta State House of Assembly has recorded notable progress under Guwor’s leadership in less than three years. He cited achievements in lawmaking, legislative oversight, and the promotion of constitutional order, noting that several laws passed during this period have contributed to development, improved security, and strengthened governance across the state.
Oghenesivbe also highlighted the strong working relationship between the executive and legislative arms of government in Delta State, attributing it to a shared vision for development and effective service delivery. He praised Speaker Guwor’s humility, openness, and inclusive leadership approach, which he said have fostered stability and productivity within the Assembly.
The Director-General further noted that Guwor’s leadership has earned national recognition, including an award from the National Association of Nigerian Students (NANS), which honoured him as “Most Outstanding Speaker and Humanitarian Champion.” He added that the Speaker’s emergence as Chairman of the Conference of Speakers has elevated Delta State’s standing nationally, positioning it as a reference point for legislative excellence.
Oghenesivbe urged Speaker Guwor to continue serving as a worthy ambassador of Delta State in his new national role and to leave a lasting legacy. He also commended members of the Delta State House of Assembly for their commitment to democratic governance and legislative service.
