Staff of the Delta State Contributory Health Commission (DSCHC) have organised a dinner ceremony in honour of Comrade Martins Bolum, a pioneer staff member and Director of Administration and Human Resources, following his retirement from active service.
The event, attended by staff members, their spouses and invited labour leaders, was convened to celebrate Bolum’s foundational role in the establishment and institutional development of the Commission. The gathering also recognised his long-standing contributions to administrative leadership and human resource management within the agency.
In a series of goodwill messages, colleagues described Bolum as a disciplined and principled administrator whose steady leadership helped to shape the Commission’s internal systems during its formative years. They credited him with strengthening operational structures, promoting staff welfare and entrenching professionalism across departments.
Speakers noted that his institutional memory and commitment to due process played a significant role in stabilising the Commission in its early phase, laying a solid administrative foundation that continues to support its expanding mandate of improving access to quality healthcare services in Delta State.
Showering encomiums on Mr Bolum, his wife and children described him as a homely, kind and loving man, saying that they were proud of him.
In his response, Comrade Bolum expressed appreciation to the management and staff for the honour, describing the recognition as both humbling and inspiring. He emphasised that the milestones recorded by the Commission were products of collective sacrifice, teamwork and shared dedication to service.
Bolum reaffirmed his enduring commitment to strengthening administrative systems and supporting the Commission’s overarching goal of expanding access to affordable healthcare for residents of the state.
